International law expert Kateryna Rashevska reported that Russian occupation forces are illegally relocating Ukrainian children not only to Russia and Belarus but also to North Korea.

At a U.S. Senate hearing on December 3, Rashevska noted that the Regional Human Rights Center documented 165 “re-education” camps where minors are subjected to forced Russification and militarization. The geography of such relocations has expanded significantly, including North Korea.
She showed photos of children sent to the “Songdowon” camp, approximately 9,000 kilometers from home: 12-year-old Mykhailo from Donetsk and 16-year-old Liza from Simferopol. There, they were forced to study military practices and meet veterans who participated in the 1968 attack on the U.S. ship Pueblo.
Rashevska reminded that Russia calls these actions “evacuation,” even though international humanitarian law requires temporary relocations, safety oversight of children, and their return to families once the threat disappears. The aggressor has fulfilled none of these requirements.
