Member of the Verkhovna Rada Defense Committee Fedir Venislavskyi stated that the permission for military-eligible men aged 18–22 to leave Ukraine has caused temporary labor market imbalances but is considered a strategically justified move.

Venislavskyi confirmed that some young people have used the right to travel abroad, creating a local shortage of personnel; however, exact data are not yet available, as many are leaving for educational purposes.
The deputy emphasized that the travel does not threaten mobilization, which begins at age 25, and that the outflow of youth does not affect the country’s security.
According to him, the opportunity to study and work abroad allows young Ukrainians to gain experience that will later be used for the country’s recovery, and this step also aligns with the long-term strategy of integrating Ukraine into the EU.
