Russia has launched large-scale nuclear exercises which, according to analysts, may aim to demonstrate strength to Ukraine’s allies, apply informational pressure on NATO, and divert attention from battlefield setbacks. This was reported by the Institute for the Study of War (ISW).

On May 19, the Russian Ministry of Defense announced exercises from May 19 to May 21 focused on the preparation and use of nuclear forces in response to an alleged “threat of aggression.” The drills involve the Strategic Missile Forces, the Northern and Pacific Fleets, long-range aviation command, and units from the Leningrad and Central Military Districts.

According to the Russian ministry, more than 64,000 troops and over 7,800 pieces of equipment are participating, including missile launch systems, aircraft, surface ships, and submarines, including strategic missile carriers. The exercises also reportedly include launches of ballistic and cruise missiles.

Russian media, citing the “Bulletin of the Atomic Scientists,” note that most Russian intercontinental ballistic missiles capable of carrying nuclear warheads may be involved in the drills.

The Russian Ministry of Defense also reported joint exercises involving nuclear weapons stationed in Belarus. Minsk has confirmed participation in joint drills with Russia.

ISW analysts note that such exercises are usually held in the autumn, while unscheduled nuclear drills were last recorded in summer 2024 and were linked to tactical nuclear weapons.

ISW believes the current exercises are part of an information influence campaign targeting NATO and an attempt to obscure limited Russian military gains. At the same time, Ukraine’s Defense Forces, according to analysts, maintain the ability to strike Russian rear areas and contain offensive actions.

Amid the drills, Russian Deputy Foreign Minister Sergey Ryabkov warned of the risk of a “direct confrontation” between Russia and NATO, accusing the Alliance of “nuclear provocations.” ISW considers these statements part of a Kremlin information campaign aimed at weakening unity among Ukraine’s allies.

The Kremlin stated that the purpose of the exercises is to test troop readiness and “deter the adversary.”
