On January 21, Vladimir Putin stated that Moscow is considering joining Trump’s initiative and may allocate $1 billion from frozen Russian assets in the U.S. to finance the council.
ISW analysts emphasize that Putin is likely referring not to Ukraine-controlled territories, but to regions occupied by Russia. Using these assets would allow Russia to offset war expenses, rebuild the occupied territories, and integrate their economy and infrastructure into the Russian system.
