Iceland and Poland have confirmed their readiness to join the agreement on the creation of a Special Tribunal to investigate the crime of aggression against Ukraine. This was reported by Ukrainian Foreign Minister Andrii Sybiha.

According to him, once the number of confirmations from member states of the Council of Europe reaches 17, the agreement can be submitted for an official vote.

“This is a turning point: with 17 confirmations, we have officially passed the minimum required legal threshold of Council of Europe member states needed to bring the agreement to a vote,” Sybiha said.

He clarified that the next stage will be the consideration and adoption of the documents at a meeting of the Committee of Ministers of the Council of Europe, scheduled for May 14–15 in Chișinău.

The minister noted that work on launching the tribunal has been ongoing for almost a year.

“Less than a year has passed since we gave the green light to the Tribunal on May 9, 2025, when we gathered foreign ministers of European countries in Lviv,” he said.

Sybiha added that Ukraine continues to involve new states in the process both within and outside the Council of Europe.

He also emphasized that the creation of the tribunal is an important step toward holding Russia’s leadership accountable for the crime of aggression against Ukraine.
