According to the senator, Washington is trying to engage Russian President Vladimir Putin in negotiations, but he is systematically rejecting all efforts toward a peaceful settlement.

Graham expressed hope that in the event of another refusal by the Kremlin, U.S. President Donald Trump would sign a bill introducing high tariffs on countries that buy Russian oil. He also called for recognizing Russia as a state sponsor of terrorism for the abduction of Ukrainian children and for detaining ships carrying sanctioned Russian oil, following the example of actions taken against Venezuela.

“If Putin says ‘no,’ we need to radically change the game plan, including transferring Tomahawk missiles to Ukraine so it can strike missile and drone production plants in Russia. I would go all in if Putin says ‘no,’” the senator said.

He emphasized that a potential peace agreement must be structured in a way that makes a new Russian invasion of Ukraine impossible.

“I want European troops on the ground in Ukraine so there is no third invasion. I want us to provide Ukraine with security guarantees,” Graham stressed.

The senator also noted that Russia will continue attempting to occupy Donetsk Oblast until the United States increases pressure on the Kremlin.
