Released Ukrainian civilians who were illegally detained by Russia will be eligible for a one-time state payment of 50,000 UAH.
Applications can be submitted to the Ministry of Communities and Territories Development of Ukraine. Each application must include a certificate from the Joint Center for the Coordination of the Search and Release of Prisoners of War. Those who returned independently must provide a document confirming their status as victims in a criminal case.
In addition to financial assistance, released individuals receive basic necessities: food, hygiene products, seasonal clothing and footwear, as well as free legal, medical, and social support.
Family members of prisoners and individuals recognized by the Commission as having been deprived of liberty due to aggression are entitled to a one-time payment of 100,000 UAH and an annual payment of the same amount for each year spent in captivity.
As of December 26, 2025, nearly 12,000 payments have been made, totaling approximately 1.2 billion UAH.
