Delays in social assistance to families of fallen servicemen in Ukraine are occurring due to the technical transition of payment administration to the Pension Fund, during which some cases need to be reprocessed. One-time benefits in the event of a serviceman’s death are paid through the Ministry of Defense or the relevant military units, not through the Ministry of Social Policy.

This was explained by the Minister of Social Policy, Family, and Unity, Denys Ulyutin, who noted that temporary difficulties with payments are related to the large-scale reform of the social assistance system and the migration of data to the Pension Fund.
The minister added that most processes have already been completed, and information about mass delays is not accurate. In case of payment issues, families are advised to contact the Pension Fund directly.
The Ministry of Defense updated the payment procedure for families of fallen servicemen in autumn 2025. The total assistance amount remains 15 million hryvnias:
- 3 million UAH is paid immediately after the benefit is assigned;
- 12 million UAH is paid in stages over 80 months, approximately 150,000 UAH per month.
The updated rules apply to cases of servicemen’s deaths from September 1, 2025. The law allows a serviceman to designate in advance the beneficiaries of the assistance through a written directive, notarized or confirmed by the unit commander.
The Ministry of Social Policy emphasizes strengthening interaction with families of the fallen to minimize misunderstandings and respond promptly to problematic cases.
