Journalist Vitaliy Portnikov stated that Ukraine’s management system has been degrading since 2019, and the parliament’s effectiveness is sharply declining. In his view, if the 2019 voters do not take responsibility for their choice, this process will continue, which is especially dangerous during the full-scale war.

“The Ukrainian management system has been degrading since 2019, and this is happening at a dangerous time for the state during wartime. Deputies often demand salaries, otherwise they don’t press the buttons,” Portnikov emphasized. He added that even during the war, parliamentarians return to “rubber-stamping” decisions instead of engaging in effective legislative work.

According to the journalist, members of parliament should perform their direct functions: drafting bills, forming the government, and participating in the legislative process. In the constitutional model, the president should focus on foreign policy and defense, without intervening in areas outside of his authority.

Portnikov stressed that the degradation of the management system during the war threatens statehood, and the 2019 voters must take direct responsibility for the consequences of their choice. “Until they do, we will degrade year by year, up to the disappearance of Ukraine from the political map of the world,” he warned.
