🪖 As of June 1, 2026, general mobilization and martial law continue in Ukraine. At the same time, the list of citizens eligible for deferment or not subject to conscription remains defined by law and is periodically updated.

This is stated in current legislation and recent government decisions regarding reservation (booking), the work of military medical commissions (MMCs), and the procedure for issuing deferments.
In particular, employees of critically important enterprises, state bodies, and institutions who are officially reserved are exempt from mobilization. At the same time, a new requirement has been introduced: to qualify for reservation, an employee must receive at least three minimum wages.
Also not subject to conscription are persons with disabilities, individuals deemed unfit for service due to health conditions, fathers of three or more children, single parents, guardians of children with disabilities or serious illnesses, as well as those who provide constant care for seriously ill relatives.
Deferment may also be granted to full-time and dual-form students, as well as postgraduate and doctoral students, but only for the duration of their studies.
Separate guarantees are provided for relatives of fallen or missing servicemen, as well as for Ukrainians who returned from captivity — they may be mobilized only voluntarily.
A 12-month deferment is also provided for citizens under 25 who completed one year of contract service during martial law after their discharge.
The government is continuing reforms of military medical commissions to reduce errors in determining fitness for service. Some deferments can already be processed through Administrative Service Centers (CNAPs) rather than only through Territorial Recruitment Centers (TRCs).
At the same time, authorities emphasize that having grounds for deferment does not mean automatic exemption from mobilization — it must be officially оформed.
