In Ukraine, the assessment of the population continues even during the war; however, due to the difficult situation, this data is not currently being published. The State Statistics Service will be able to conduct a full census only one and a half to two years after the end of hostilities, said the head of Ukraine’s State Statistics Service, Arsen Makarchuk.

According to him, the population assessment is currently also being conducted by other, mostly international, institutions alongside the State Statistics Service. These include the UN Population Fund, the World Bank, the International Monetary Fund, as well as Forbes Ukraine, which has conducted its own research.

Makarchuk noted that the results of such assessments are approximate, with an accuracy of plus or minus 4 million people. The most accurate data will only be available during a full population census. However, even after the war ends, it will be necessary to wait 1.5–2 years for social processes to recover: the return of people, demobilization, and reintegration into society.

The head of the State Statistics Service emphasized that a population census is important not only for counting citizens but also for assessing socio-economic conditions, age and gender structure, and access to infrastructure. This data is critically needed by government authorities and municipalities when forming regional development policies and social programs.

The nationwide population census was initially planned for 2023, but the war changed these plans, making its conduct currently impossible.
