Ukraine has expanded the list of categories for officially recording damage and losses caused by Russian aggression after February 24, 2022. The Cabinet of Ministers has added 14 new categories of damages for individuals, the state, and businesses.

Prime Minister Yuliia Svyrydenko announced the adoption of the relevant resolution on June 1. She noted that applications to the international Register of Damage under the new categories will be available after their technical launch in the “Diia” app. Currently, 21 categories are available.
Svyrydenko emphasized:
“Russia must be held accountable for all the damage caused to Ukraine — to people, businesses, and the state.”
New categories for individuals (Category A)
loss of access to medical care;
loss of access to education;
other economic losses;
violations of human rights, humanitarian law, or the laws and customs of war.
Damages to be recorded by the state (Category B)
environmental damage;
theft of natural resources;
demining costs;
damage to cultural heritage;
state humanitarian expenses for supporting the population;
other property losses.
Business damages (Category C)
damage or destruction of cultural property;
relocation and evacuation costs for companies;
humanitarian expenses of businesses;
other economic losses.
The Ministry of Digital Transformation said the new categories will gradually become available in “Diia” after technical implementation, with separate updates to be announced.
As of late April, around 150,000 claims had already been submitted to the International Register of Damage. Initially, the system focused mainly on applications from citizens regarding loss of housing and property, but its functionality is now being significantly expanded, which will allow for a much larger scope of damage documentation.
