According to NABU, at the start of the construction of the residential cooperative “Dynasty” in Kozyn in June 2021, a symbolic burial of a commemorative capsule took place, along with the consecration of the site by a church representative.

According to the investigation, a priest was invited to perform the consecration, whose wife in 2022 became the formal owner of one of the apartments in the same project. This refers to property that, according to the investigation, may have been provided as an unlawful benefit to the former Minister for Communities and Territories Development, Oleksii Chernyshov.
NABU materials state that in June 2025, Chernyshov and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) were notified of suspicion under Part 4 of Article 368 of the Criminal Code of Ukraine.
The investigation considers these circumstances as part of a possible corruption scheme related to receiving an unlawful benefit in the form of real estate.
