In 2025, employers in Ukraine who did not employ people with disabilities paid an average fine of UAH 317,000. In total, more than 8,600 companies were fined for a total amount of UAH 2.7 billion.

According to Opendatabot, citing the Social Protection Fund for Persons with Disabilities, the average fine increased by 20% over the year.
Despite this, the number of fined companies has been gradually decreasing since the peak in 2022. That year, 17,303 companies were sanctioned for a total of more than UAH 3.2 billion.
In the following years, the situation was as follows:
2023: 13,414 companies (almost 15%) — UAH 2.78 billion;
2024: 10,545 companies (12%) — UAH 2.79 billion;
2025: 8,697 companies (10%) — UAH 2.76 billion.
At the same time, the total number of enterprises subject to quotas for employing people with disabilities is also decreasing.
In Ukraine, this is not only a matter of social responsibility but also a legal requirement. Employers are obliged to provide:
1 workplace — if the staff consists of 8 to 25 employees;
4% of workplaces — if there are more than 25 employees.
The requirement applies to both businesses and state institutions, as well as sole proprietors with hired employees. Failure to comply results in fines, which can be equal to an employee’s annual salary.
At the same time, the state offers incentives: compensation for workplace adaptation and a reduced unified social contribution rate of 8.41% instead of the standard 22%.
