📊 Most Ukrainian refugees do not plan to return to Ukraine after the war, particularly due to negative attitudes on social media and uncertainty about the situation at home. Only a third of the millions of refugees intend to return. This was stated by Volodymyr Paniotto, Director General of the Kyiv International Institute of Sociology, in an interview with “RBK-Ukraine”.

💬 Ukrainians’ attitude toward refugees remains mostly positive
📊 Ukrainians’ attitude toward fellow citizens who went abroad because of the war remains mostly positive or neutral, as confirmed by public opinion research. However, aggressive comments are increasingly appearing on social media, creating a distorted impression of public sentiment.
📈 Neutral or positive attitude toward refugees
📊 According to the Bogardus social distance scale and direct surveys, 85–90% of Ukrainians have a rather positive or neutral attitude toward refugees. Mothers with children receive the most support. However, compared to internally displaced persons (IDPs), refugees are perceived with less sympathy.
🤔 Issues related to negative attitudes
📊 Surveys by the “Rating” sociological group show that about 30% of Ukrainians express a lukewarm attitude toward refugees. This creates a challenge for the refugees themselves, who actively monitor the situation in Ukraine through social media. Negative messages may become an obstacle to their return.
🏠 Plans for the return of Ukrainian refugees
📊 Already, only a third of the 6–7 million Ukrainians abroad plan to return. “But the 4–5 million who will remain will be joined by men who currently are not allowed to emigrate. Therefore, forming a positive attitude toward refugees is extremely important for preserving Ukraine’s human resources,” the expert notes.
